기획재정부는 매년 공기업·준정부기관·중소형을 대상으로 경영평가를 실시하며, 평가 등급은 탁월(S)·우수(A)·양호(B)·보통(C)·미흡(D)·아주 미흡(E) 등 6단계로 구분한다.
평가는 유형과 등급에 따라 기관 내 임직원의 인사·연봉에 직접적인 영향을 미치고, 기관의 경상경비 예산에도 변화가 생기는 만큼 높은 등급을 유지하기 위한 노력이 요구된다.
고용노동부 산하기관 중에서는 준정부기관으로 분류된 근로복지공단, 한국산업안전보건공단, 한국산업인력공단, 한국장애인고용공단 한국고용정보원이 평가를 받는데 이중 4곳이 최근 5년간 3번 이상 보통(C) 이하 등급을 받았다. 줄곧 B등급을 받아 왔던 한국장애인고용공단 역시 23년도 들어 C등급으로 하락했다.
특히 한국고용정보원은 23년도 미흡(E) 등급을 기록하며 기재부가 평가하는 준정부기관(위탁집행형-국민복리증진) 대상 중 꼴찌를 기록했다.
한국산업안전보건공단만이 21년 D등급에서 22년도 C등급, 23년 B등급으로 점진적 상승한 평가를 얻었다.
우재준 의원은 “공공기관의 경영평가는 단순 성과급·예산 문제뿐 아니라 국민의 신뢰도와도 직결되어 있다”며 “낮은 등급이 계속 유지되거나 오히려 나빠지는 것은 준정부기관으로서 개선 의지와 노력이 부족한 것”이라고 말했다.

Among the organizations under the Ministry of Employment and Labor, the Korea Workers’ Compensation and Welfare Service, Korea Occupational Safety and Health Agency, Korea Human Resources Development Institute for Industry, and Korea Employment Information Service, Korea Employment Promotion Agency for the Disabled, which are classified as quasi-governmental organizations, are evaluated, and four of them received a grade of Average (C) or lower three or more times in the past five years. The Korea Employment Promotion Agency for the Disabled, which had been receiving a B grade, also fell to a C grade in 2023.
In particular, the Korea Employment Information Service recorded an insufficient (E) grade in 2023, ranking last among the quasi-governmental organizations (consignment execution type - national welfare promotion) evaluated by the Ministry of Strategy and Finance.
Only the Korea Occupational Safety and Health Agency received a gradual increase in evaluation from a D grade in 2021 to a C grade in 2022 and a B grade in 2023.
Rep. Woo Jae-joon said, “The management evaluation of public institutions is not only a matter of simple performance-based pay and budget, but is also directly related to the public’s trust,” and “The fact that low grades continue to be maintained or even worsen is because of a lack of will and effort to improve as a quasi-governmental organization.”
