방송통신위원회(이하 방통위)가 재난방송 수신 환경 개선 사업을 수행하고 있음에도 불구하고 전국의 도로·철도 터널, 지하철 등 지하공간의 재난방송 수신 환경이 여전히 불량한 것으로 나타났다.
국회 과학기술정보방송통신위원회 소속 한민수 의원(더불어민주당, 서울 강북구을)이 방통위로부터 제출받은 자료에 따르면 2023년 기준 전국 도로 터널 67.6%, 철도 터널 98.0%, 지하철 역사 약 51.6%에서 FM 라디오 수신이 불량한 것으로 확인됐다.

한민수 의원실에서 2023년 터널·지하공간 재난방송 수신 환경 현황 자료를 분석한 결과 철도의 경우 전체 터널의 98%가 라디오 수신 불량일 정도로 심각했는데, KTX와 SRT가 다니는 경부고속선과 호남고속선도 노선 내 터널 중 1개 터널을 제외하고는 모두 라디오 수신이 불량했다. 경북선, 경전선, 경강선, 중부내륙선 등은 모두 불량률 100%로 노선 내 라디오 수신이 가능한 터널은 단 하나도 없었던 것으로 밝혀졌다.
