윤석열 대통령이 집권 절반도 되지 않는 동안 4명의 안보실장을 돌연 갈아치웠다. 안보실 차장들도 수시로 교체됐다. 그런 와중에도 유독 김태효 차장은 그와 무관하게 건재를 과시했다. 세간에서는 그러한 김 차장을 일컬어 윤 정부 외교·안보를 총괄하는 권력 실세 2인자라는 풍문이 파다하다.
하지만 그간 어떠한 성과가 있었는지 그리고 국민적 설득력은 또 얼마나 얻고 있는지에 대해서는 매우 회의적이다. 글로벌 중추 국가를 표방하면서도, 이념외교를 내세우며 냉전 논리의 첨병을 자처했다. 개별 국가 사이에 얽힌 역사, 시대, 문화, 종교, 관계성 등에 대한 안목과 맥락도 상실돼 있었다.
그야말로 이율배반적 자기모순과 언어유희에 다름 아니었다. 국민된 입장에서 느끼는 자괴감도 부족하지 않았다. 백주대낮에 알몸이 드러나는 것만 같았다. 얼굴 화끈거리는 일이었음을 부인할 수 없다. 일본의 하수인 쯤으로 여겨지는 듯만 일련의 행보에 대해서는 아연 말문이 막힐 따름이었다.
물론 일본과의 관계 개선에는 대다수 국민이 동의할 듯싶다. 하지만 일제강점기 흑역사를 미화하는 듯한 몰역사성을 지닌 자들이 국책기관장 및 주요 직책에 임명되는 등 일련의 사태를 겪었다. 국민적 자존감도 돌이키기 어려울 정도로 훼손됐다. 그로인해 우리가 얻은 것이 무엇이란 말인가?
부산 엑스포 유치전 참패도 이념외교 헛발질에 그 원인이 숨어 있다. 미국, 서유럽, 북유럽 국가들은 대체로 우리를 선택했다. 반면 아시아, 아프리카, 동유럽, 중동지역 거의 대부분의 국가는 우리를 외면했다. 결과는 사우디가 119표를 얻은데 반해, 한국은 고작 29표에 그쳤다. 낯뜨거운 패배였다.
북한을 초토화할 듯 자극한 후과도 지금 우리 앞의 그림자로 드리워져 있다. 대북 전단지가 북으로 향하는 동안, 대남 오물풍선은 서울 상공을 떠돈다. 남북 공히 38선 부근에 설치된 확성기를 통해 상호간 소모적 입씨름을 끌어올린다. 글로벌 중추 국가는 커녕 도리어 글로벌 박약아 행태다.
세상은 흑백으로만 구성되어 있지 않다. 검사와 피의자 관계도 아니다. 숱한 스펙트럼 속에서도 이심전심 형성되는 어떤 기류 혹은 방향성을 띤다. 거기 어찌 권력의 일방통행이 통용될 수 있겠으며, 독선과 오만이 용납될 수 있겠는가? 오히려 부침만 증폭될 뿐이다. 특히 국제관계는 더욱 그렇다.
세계속 다원화·다변화·다극화 양상이 심화되며 외교 영역에 있어서도 그에 따른 자국 이익 극대화에 골몰하는 양상이다. 그럴진대 이념이 다르다는 이유로 상대 국가를 불필요하게 자극하는 행태는 매우 부적절하다. 이는 스스로를 고립시키는 것으로, 지금 우리가 대면하고 있는 뼈아픈 현실이다.
김태효 차장은 군사기밀 유출 혐의로 대법원에서 유죄가 확정된 바 있다. 그러한 이력의 소유자가 국가안보를 총괄하고 있는 사실 앞에 위태로움을 느끼는 것도 어쩌면 자연스러운 현상인 듯 싶다. 오죽했으면 "일본 밀정이 대통령실에 있는 것 같다"는 일각의 우려스러운 지적까지 나오는 지경이다.
외교 안보 영역은 국경없는 전장인 셈이며, 총성없는 전쟁터와 같다. 유연성을 통한 전선의 확장도 매우 용이롭다. 그것은 영토, 이념, 문화, 종교 등을 초극하여 존재한다. 단지 우리의 필요와 리스크에 대한 정밀한 계측이 요구될 뿐이다. 그러한 모든 노력과 수단은 결국 국익으로 수렴될 때 빛이 난다.
전통적 관계도 중시할 일이겠으나, 그런 가운데서도 부단히 새로운 지평을 열어갈 수 있어야 한다. 국제 관계가 날로 중첩화·다극화되고 있다. 개별 국가들의 과학기술적 자립도가 높아질수록 그러한 현상은 심화될 개연성이 높다. 스스로를 이념의 틀에 묶어 경계선을 구획할 이유가 전혀 없다.
윤 대통령이 임기 반환점을 앞두고 있다. 김건희 여사를 둘러싼 잡음까지 나온다. 처신에 보다 신중할 필요가 있다. 무엇보다 윤 정부의 근원적 문제는 현상을 이분법적으로 보려하는 경직성에 있다. 궤도 수정을 강권하지 않을 수 없다.
