2년 전, 3월 기사로 인해 토론이 벌어진 내용이긴 한데 우크라이나 난민을 받자는 것에 대해 견해를 피력해 본다. 나는 우크라이나 인들의 본성을 잘 안다. 우크라이나 키예프 세브첸코 대학에서 유학은 물론 모스크바와 키예프를 수없이 왕래했다. 아마 대한민국 국적을 가진 사람으로써 나만큼 모스크바와 키예프를 왕래한 사람은 없을 것으로 확신한다. 그리고 우크라이나 친구들도 많고 그들의 속마음까지도 터 놓을 정도이며 우크라이나어 구사 가능한 사람이기도 하다. 그리고 최근까지도 우크라이나 난민을 만나서 대화도 해보고 발트 3국의 호스텔들에서 같이 숙박도 했다. 그 많은 경험을 해본 결과, 나는 작년에도 말했고 늘 말하거니와 우크라이나 난민을 받는 순간 시리아, 소말리아, 예멘, 아프가니스탄 난민을 받는 것보다 더 최악이자 골치 아픈 상황이 될 수 있다고 경고한다.
우크라이나인들은 개개인으로는 좋은 친구들이며 좋은 사람들이다. 잘 사귀어 놓으면 러시아인만큼 최고의 우정을 나눌 수 있다. 그러나 우크라이나인들의 혈통에는 "야성"과 "투쟁"의 DNA가 흐르고 있다. 게다가 러시아인들과는 달리 인내심이 떨어진다. 우크라이나에서 군중들의 폭동과 시위가 잦은 이유가 여기에 있는데 개개별적으로는 괜찮지만 무리지어 있을 때는 이상한 군중심리가 작용한다. 게다가 어떠한 상황이라도 불이익을 받으면 이를 이해하는게 먼저가 아니라 난폭하고 폭력적 수단을 동원하면서 원하는 것을 얻으려고 할 것이다. 그러다가 원하는게 잘 되지 않을 때 온갖 피해자 코스프레를 펼치며 원하는 것을 어떤 식으로든 기어이 얻어낼 것이다. 이는 러시아의 농노로써 차별받았던 과거와 더불어 민족적 정체성으로써 러시아에 비해 떨어지는, 정통성이 부족한 혼혈 인종 (몽골-투르크계 슬라브 혼종인 코사크인) 이라는 열등의식, 러시아 제국으로부터 대우 받지 못했기에 누구보다 평등을 강조하는 공산주의의 흡수력이 대단해 소련 서기장을 3명이나 배출했던 흑역사와 같은 트라우마 등이 복합적으로 작용하는 것이다.
우크라이나인들은 첫 번째, 대우가 시원찮으면 언제든지 폭동을 일으킬 것이고, 두 번째, 난민을 향한 국제적 지원이 미비하다 느끼며 특유의 동정심을 볼모로 의무적 지원을 요구할 것이다. 세 번째, 우크라이나 난민들이 들어와 그 땅에 살면 우크라이나 코사크 민족의 특성상 분명히 문제를 일으킬 것이다. 사회적이든, 국가적이든, 그 어느 무엇이든 간에 저항 시위가 여전히 잇다를 것이며 타 민족에 대해 배타성이 강한 우리 국민들은 얼마 못 가 우크라이나 난민들에 대한 피로감을 호소할 것이다. 자신들의 불행과 세계인들의 동정심을 이용하여 곳곳에서 갑질 소요를 일으킬 것고 곳곳에서 네오나치 조직을 만들어 한국인들을 동양인으로 얕잡아 보고 폭행하는 사건도 빈번할 것이다. 내가 우크라이나 유학 시기, 일부 한국인을 비롯해 많은 동양인, 특히 중국인들이 네오나치 패거리들에게 폭행당하는거 많이 보고 주변 친구들에게 많이 들었다. 그리고 맞아 죽었다는 중국인도 있고 2008년에는 한국인 유학생 강모(당시 31세)는 2007년 4월 자신이 살던 아파트 인근 슈퍼마켓에서 쌀을 사고 돌아오던 중, 4명의 네오나치에게 집단 린치를 당해 사망하는 사건이 벌어지기도 했다.
그리고 폭행 뿐 아니라 때로는 편의점 같은 곳을 털어 약탈도 할 것이고 성폭행 사건도 빈번할 것이다. 이런 우크라이나 사람들을 관리하는 것은 몇 배의 에너지를 써야 한다. 대개 제멋대로인데다가 난민이라는 이유로 그 나라에서 빼먹을거 다 빼먹고 권리만 주장하며 누리고 그러니 고민이 많은 것이다. 남의 나라에 왔으면, 그리고 난민이라는 이유로 인도적인 차원애서 무료로 제공까지 해줬으면 주인에게 미안함을 알아야 하고 어느 정도 염치를 알아야 한다. 우크라이나 사람의 공통적인 특징이 있다. 자기가 머물고 있는 공간에 대해서 최대한 많은 권리를 누려야 한다. 그동안 오스만투르크, 몽골-타타르, 러시아의 지주들에게 수없이 수탈을 당해왔던 코사크인들의 경험으로 자기들의 권리는 절대 뺏기면 안 된다는 의식을 갖고 있다. 그리고 우크라이나 가정의 아이들한테도 그렇게 가르친다.
영화 "부당거래"에서 검사 역을 맡은 류승범 배우가 한 명대사가 있다. "호의가 계속되면 권리인줄 알아요." 라고 말이다. 그런데 이걸 우크라이나인들에게 대입하면 정확하게 들어맞는다. 내가 수없이 우크라이나 왕래해 보고 유학도 하면서 키예프에서 살아도 보면서 우크라이나 사람들을 늘 보며 관찰해왔다. 이들은 자신들에게 준 모든 것을 당연히 누려야 하는 권리(Rights)라고 생각한다. 이들에게 있어 권리라는 것은 자신이 최대한 눌려야 하는 "자유"와 동의어로 쓰고 있는 것이고 이것이 문제가 되고 있다. 우크라이나 가정에서는 항상 이런 부분을 강조한다. 그런데 우크라이나 인들은 자기 권리만 주장하지 책임 지는 것을 한번도 본적이 없다.
2014년 마이단 폭동이 일어났을 때, 그 수많은 시민들이 떼죽음을 당했는데도 아무도 대국민 사과하는 인간이 없었다. 마이단 폭동 이후, 대통령이 되었던 페트로 포로셴코도 사과 한 번 한적 없었다. 그는 오히려 국민들의 피로 얻은 그 자리에서 자기 권리만 찾았다. 친러 세력과 투쟁하던 율리아 티모셴코도, 논란의 중심이 되었던 유리 루셴코도, 당시 총리였던 미콜라 아자로프도 자기 권리만 찾았지 국민에게 심심치 않은 위로조차 건네지 않았다. 그리고 그렇게 한다고 그들을 비난한 우크라이나 국민 또한 아무도 없었다. 즉, 그런 자신들의 권리를 찾는 것이 오히려 당연하다는 반응이었다. 이런 성격을 가진 자들이 러시아-우크라이나 전쟁으로 인해 피해자를 주장하고 국경을 넘었다. 나는 이들이 국경을 넘어서 개개인이 된다면 어느 정도 커버가 가능하지만 이들이 단체가 되어 뭉쳤을 때, 그 패악질이 경악할 수준일 것으로 본다.

Ukrainians are good friends and good people as individuals. If you get to know them well, you can have the best friendships, just like Russians. And no Ukrainian people criticized them for doing so. In other words, the reaction was that it was natural for them to seek their own rights.
