한준호 더불어민주당 의원이 코레일로부터 ‘최근 3 년간 병가 사용 내역(2022년~2024년)’을 제출받아 전수조사한 결과 , 병가 사유로 △시력교정술(라식 , 라섹 등) 164건 △눈매교정술 17건 △가사정리 50 건 등이 명기된 것으로 나타났다.
문제는 이들 사유가 병가에 해당하지 않는다는 점이다. ‘국가공무원 복무업무 편람’ 203쪽 9번에 따르면 본인의 미용 또는 단순 시력교정 목적으로 라식수술을 받는 경우에는 병가를 사용할 수 없다고 명시돼 있다. 또한, 가사와 관련된 사항은 병가의 적절한 사유로 보기 어렵다.
