브레이크뉴스 정명훈 기자= 윤석열 정부 집권 초기 1600억원을 들여 수입 소고기 10만톤에 대해 낮은 세율을 붙이는 할당관세를 적용했는데도 불구하고, 소비자 가격이 거의 내리지 않은 이유가 밝혀졌다.
7일 임미애 더불어민주당 의원이 농식품부로부터 제출받은 'TRQ 할당관세 수입업체별 배정현황(‘20~’24.8)' 자료를 분석한 결과, 2022년 7월 윤석열 정부의 수입소고기 할당관세 지원으로 무관세로 소고기를 수입한 주요 업체에 대기업 계열사가 대거 포함된 것으로 확인됐다.
당시 주요 수입업체가 받은 관세지원액은 동원홈푸드 75억원, 신세계푸드 37억원, 대상 계열사 50억원, 롯데상사 16억원, 이마트 8.7억원, 대상 네트웍스 2.7억원, CJ프레쉬웨이 1.5억원 등으로 나타났다. 이같은 관세지원액은 당시 관세지원율 10~16%의 평균치인 13%를 가산해 산출한 액수다.
이처럼 업체들은 할당관세 지원까지 받았음에도 소비자 가격 하락은 미미했다.
축산물품질평가원 자료에 따르면, 2022년 미국산 냉동갈비의 경우 소비자가격이‘22년 7월 100g당 4,277원에서 8월 4,284원, 9월 4,271원, 10월 4,340원, 11월 4,232원으로 4개월간 대체로 오른 것으로 나타났다.
호주산 역시 100g당 7월 4,447원에서 8월 4,487원, 9월 4,393원, 10월 4,427원, 11월 4,486원, 12월 4,474원으로 5개월간 대체로 가격이 상승했다.
더욱이 당시 수입소고기 평균 수입단가가 kg당 7월 9.0달러, 8월 8.9달러, 9월 8.5달러, 10월 8.2달러, 11월 8.3달러, 12월 8.4달러로 지속적으로 감소했다는 것까지 고려한다면 물가안정 효과는 사실상 없었던 셈이다.
이에 대해 임미애 의원실은 "할당관세 지원에도 가격이 하락하지 않는 이유는 수입업자가 관세인하분을 소비자 가격에 적극 반영하지 않을 수 있기 때문"이라며 "결국 물가인하를 위해 시행한 관세지원의 대부분을 소비자가 아닌 수입업자·유통업자가 가져간 셈이다"라고 평가했다.
임미애 의원은 "세수펑크로 나라곳간이 비어가고 있는데 윤석열 정부는 효과도 불분명한 할당관세를 지속적으로 늘리고 있다"면서 "혈세만 낭비하고 수입업자 배만 불리는 할당관세 정책을 전면 재검토해야 한다"고 지적했다.
