영암군, 프레스턴시와 손잡고, 부유한 지역만들기 결의

(영암=브레이크뉴스) 이학수 기자=전남 영암군이 지난 9월30일 영암군 청소년수련관에서 ‘영암형 지역순환경제 실현을 위한 국제포럼’을 개최했다.

이번 국제포럼은 지난해 영암군-프레스턴시 우호협력도시 협약체결에 따른 후속 사업으로 영암형 지역순환경제 전략을 함께 논의하고, 지역 리더를 포함한 영암군민과 그 내용을 공유하기 위해 마련됐다.

영암군은 올해 8월부터 ‘영암형 지속가능한 지역순환경제 구축’ 연구용역도 진행 중이다.

◆영암형 지역순환경제 모델

이날 포럼에서 우승희 영암군수는 영암형 지역순환경제 모델 전략을 발표하고, 지역공동체자산구축(CWB) 모델로 세계에서 주목하고 있는 매튜 브라운 프레스턴시 의장, 협력하는 민주주의(TDC)의닐 맥킨로이 국제협력 리더와 ‘부유한 영암 만들기’를 주제로 대담을 나누며 지속 협력을 결의했다.

먼저, 우승희 영암군수는 “영암 삼호읍은 국가산단과 HD현대삼호 등 앵커기업 덕분에 인구의 절반이 몰려 있지만, 영암군 전체와 경제적 교류가 많지 않았다”라며 “지역에서 생산된 부가 지역에서 먼저 순환하는 시스템을 위해 이미 대불산단 경영자연합회, HD현대삼호와 상생협약을 체결해 영암쌀, 영암김치 등 농산물 공급 확대, 영암 청년 고용 확대 등에 나서고 있다”라고 밝혔다.

나아가 ‘영암형 지역순환경제 전략’에서는 로컬푸드를 지역기업과 노동자들에게 우선 공급하는 ‘지역푸드플랜’, 사회주택과 100개 협동조합 프로젝트, 지역순환경제기금(가칭), 조례 제정 등이 골자인 지역 내 경제순환 생태계 구축 비전을 전했다.

우승희 영암군수는 “인구감소 지역소멸시대에 지역자원을 적극 발굴해 지역 내 선순환하는 구조를 만드는 지역순환경제 전략으로 부를 축적하고, 영암군민 삶의 질도 높이겠다”라고 강조했다.

◆‘우리 스스로 나서보자’로 성공한 영국 프레스턴

매튜 브라운 의장은 2012년까지 영국에서 가장 낙후한 도시 하위 20%에 속했던 프레스턴시가 5년 만에 영국에서 가장 주목받는 도시 1위로 등극한 이야기를 들려줬다.

그는 “산업화 시대에 잘나가던 프레스턴은 제조업 쇠퇴로 도시를 되살릴 방안이 필요했다. ‘우리가 가진 자원으로 우리 스스로 나서보자’를 구호로 프레스턴 모델로 불리는 공동체자산구축(CWB)을 시작했다”라고 전했다.

이어 병원·대학·군대 등 주요 앵커기관 지출의 지역 내 기업 연관지출 확대, 지방정부 연기금 1억 파운드 지역 투자, 노동자 소유 협동조합 확장 등의 경험을 소개했다.

포럼에 앞서 우승희 영암군수와 매튜 브라운 의장, 닐 맥킨로이 리더는 영암형 지역순환경제 현장인 HD현대삼호, 영암읍 대동공장 등 현장을 견학했다.

포럼장에서 영암군과 경기도 광명시는 ‘자매결연 협약식’(사진)을 열고, 농산물 판매, 공동체 자산구축과 지역순환경제 모델 교류, 자치분권 및 지속가능한 지방 발전 등을 바탕으로 교류와 협력을 강화하기로 약속했다.
