국민의힘 김승수 의원 "저가 덤핑관광·쇼핑강매 근절시켜야"

2일 김승수 의원은 “한국 관광의 이미지를 실추시켜온 일부 여행사들의 저가 덤핑관광이나 쇼핑강매 등 일탈행위에 대한 실효성 있는 제재가 이뤄질 수 있을 것”이라고 밝혔다.

현재 문체부는 한·중 정부 간 단체관광협상에 따라 ‘중국 단체관광객 유치 전담여행사 업무 시행지침’을 마련해 중국전담여행사를 지정·운영하고 있다.

그러나 대외적인 구속력이 없는 행정규칙에 불과해 실효성 있는 제재와 관리가 이뤄지지 못하고 있다는 지적이 제기되어왔다.

한국관광공사에 따르면 2017년부터 지난해 6월까지 접수된 중국단체관광 불편신고 29건 가운데 14건(48.3%)이 ‘가이드의 쇼핑 강요’에 대한 불만으로 나타났다.

중국인 단체관광객을 인삼, 간보호제, 화장품, 면세점 등 여러 곳의 쇼핑센터에 방문하도록 하고 일정 금액 이상 구매를 강요하며 문을 잠그거나 관광객에게 면박을 주는 식으로 쇼핑을 강제한 경우도 있었다. 일부 가이드들은 관광상품 가격이 낮다는 이유로 쇼핑을 강요하며 ‘정부가 쇼핑을 요구한다’고 주장하기도 했다.

이에 김승수 의원은 관광진흥법 개정안에 ▶우리나라와 외국정부 간 양해각서·협정 등이 체결되어있는 경우 문화체육관광부가 해당 국가의 단체관광객 유치를 전담하는 여행사를 지정하도록 하는 한편, ▶부정한 방법으로 전담여행사 지정을 받거나, 고의 또는 공모에 의해 관광객 이탈사고를 일으켰을 때, 여행업 질서를 현저하게 해치는 경우에는 지정을 취소할 수 있도록 했다.

김 의원은 “일부 전담여행사의 일탈 행위로 관광객이 여행에 불편을 겪는 사례가 있었다”면서 “관광진흥법 개정안이 국회 본회의를 통과함으로써 방한객의 만족도를 높일 수 있길 기대한다”고 말했다.

There were also cases where Chinese group tourists were forced to visit multiple shopping centers selling ginseng, liver protection products, cosmetics, and duty-free shops, and were forced to buy over a certain amount, and the doors were locked or the tourists were humiliated. Some guides even claimed that the government was demanding shopping because the prices of tourist products were low, and insisted that they were shopping.

In response, Rep. Kim Seung-soo proposed in the revised Tourism Promotion Act that ▶ if there is a memorandum of understanding or agreement between Korea and a foreign government, the Ministry of Culture, Sports and Tourism designates a travel agency in charge of attracting group tourists from that country, and ▶ if a travel agency is designated as a dedicated travel agency through unfair means, or if it intentionally or colluded to cause tourists to leave, or if it significantly disrupts the order of the travel industry, the designation can be canceled.

Rep. Kim said, “There have been cases where tourists have experienced inconveniences while traveling due to the deviant behavior of some dedicated travel agencies,” and “I hope that the revision to the Tourism Promotion Act will pass the National Assembly plenary session to increase the satisfaction of visitors to Korea.”
