지난 2020년부터 부동산 공시가격을 시세 수준으로 인상하는 내용의 ‘부동산 공시가격 현실화’ 계획 수립 의무화 제도가 시행 중이다.
그러나 ‘21~’22년에 급속한 현실화와 집값 급등이 복합 작용함에 따라 공시가격이 단기간에 급등하고, 국민의 부동산 보유세 부담이 가중되고 있는 실정이다.
특히 매년 공시가격이 인위적으로 인상되는 구조로 설계된 현실화 계획이 향후에도 지속적으로 이행될 경우, 공시가격의 신뢰도 저하를 야기하고 부동산 보유세 등 국민의 경제적 부담이 가중되는 등 부작용이 확대 될 것이라는 우려가 제기되고 있다.
이에 권영진 의원은 부동산 공시가격 균형성과 신뢰성을 제고하고 국민의 부동산 보유세 부담을 완화하기 위해 나섰다.
권영진 의원은 “시장상황은 고려 하지 않고 정해진 목표대로 기계적으로 공시가격을 높이는 현실화 계획으로 인해 국민의 부담이 크게 가중되어 왔던 것이 사실이다”며 “개정안이 공시가격의 균형성과 신뢰성을 회복하는 것은 물론이고, 급격한 공시가격 상승에 따른 과도한 국민 세부담도 완화함으로써 민생 회복에도 기여할 것으로 기대된다”고 말했다.

Kwon Young-jin said, “It is true that the burden on the people has been greatly increased due to the realistic plan to mechanically raise the announced price according to the set goal without considering the market situation.” He added, “The revised bill is expected to contribute to the recovery of the people’s livelihood by not only restoring the balance and reliability of the announced price, but also alleviating the excessive tax burden on the people caused by the rapid increase in the announced price.”
