코이카, 해외원조 사업 중도 취소로 국민혈세 225억원 허공에

브레이크뉴스 정민우 기자= 최근 5년간 한국국제협력단(KOICA)이 추진했던 해외 원조사업 중 24개 사업(2581억원 규모)을 중도취소한 것으로 나타났다.

한정애 더불어민주당 의원이 KOICA로부터 제출 받은 국정감사 자료에 따르면 KOICA는 최근 5년간 탄자니아, 베트남, 캄보디아, 방글라데시, 콜롬비아, 수단 등 15개국에서 추진했던 디지털 지방자치 행정서비스 시스템 구축, 직업훈련원 역량 강화, 민간분야 투자정보시스템 구축, 철도 역량강화 사업 등 24개 사업을 취소했다.

900만달러 규모의 캄보디아 국립 축산물 안전 및 위생 연구원 설립 사업(2023년)은 수원국 자체 대규모사업(통합농업연구소 설립) 추진 계획에 따라 취소됐고, 400만불 규모의 레바논 북동부 취약지역 기후회복력 강화를 통한 분쟁예방 및 평화구축사업 (2023년)은 약정안 검토과정에서 수원국이 철회를 요청해 취소됐다.

최근에는 수단 모든 아동을 위한 양질의 학습 기회 보장사업 (2024년) 이 수원국 내전으로 인해 취소됐다. 수단은 내전으로 인해 과거 추진하던 사업(2019년~2020년)이 이미 3차례나 취소됐음에도 2024년 또 다시 사업을 추진하다가 중도 취소된 것이다.

문제는 이처럼 중도에 사업이 취소된 사업들은 출장 경비, 사전조사 실시 등 초기 사업비로 지출된 비용이 225억원에 달하는데도 매몰 비용으로 회수할 수도 없다는 것이다.

이에 한 의원은 “사업중단 사유로 내세운 수원국 역할 부족, 수원기관 사업운영 효율성 부족 등은 사업 초기 계획 단계부터 검토됐어야 할 부분”이라며 “내년도 공적개발원조(ODA) 예산이 2조원 급증한 6저8000억원로 편성된 만큼 원조 자금이 적재적소에 지원될 수 있도록 코이카가 사업 초기 단계부터 면밀하게 검토하고 치밀하게 준비해야 한다”고 지적했다.
