학원물 영화를 보면 그 학교의 짱이 다른 학교의 짱과 맞짱을 뜨기도 하고 패싸움을 하기도 하지만 자신들의 학교에 짱과 버금갈 정도의 실력자가 전학이라도 오기만 하면 학교에서 자기보다 힘이 약한 학생들을 단속하기 위해 그 아이들에게 자신의 힘을 보여주어 알력으로 건재함을 과시하기도 하고 직접 버금가는 전학생과 맞짱을 겨루어 힘으로 복속시키기도 한다. 물론 전학생이 생각보다 실력이 대단해 짱을 때려 눕히며 그 학교의 새로운 짱으로 등극하는 일도 비일비재하다. 여러분의 학창시절 때, 한 주먹 좀 하셨던가, 아니면 짱 밑에서 삥 좀 뜯으며 질풍노도의 시기를 달려보신 분들이 계시다면 내 말이 무슨 말인지 금방 이해되실 것이다.
이와 같은 철없는, 질풍노도의 시기를 달리고 있는 10대 학생들이나, 작금의 국제 정치는 다를게 거의 없다. 그 유치 찬란함은 학교라는 세계의 짱인 미국이 전학생인 러시아와 중국의 성장으로 위기의식을 느끼고 나토와 기타 동맹국들을 상대로 단속에 나선 것이 바로 이러한 "펜타곤의 동맹국 도청 사건"이라 볼 수 있겠다. 펜타곤 기밀문건을 분석한 BBC는 우리 정부가 우크라이나 무기 지원 문제를 두고 고민했던 것으로 나타났다. 해당 문건은 정보기관이 수집한 신호정보를 바탕으로 한국 안보 당국자 간 민감한 대화를 상세히 기술하고 있었다. 한국이 미국의 우크라이나 무기 지원 압박과 전쟁 중인 국가의 무장을 돕지 않겠다는 국가 정책 사이에서 갈등하는 내용이었다고 한다. 문건에 따르면 한 당국자는 미국의 요청을 받아들인 듯한 모습을 보이지 않기 위해 우크라이나 대신 폴란드에 포탄을 보내자고 제안했다고 한다.
작년 11월 풍산이 생산한 포탄 10만 발이 미국으로 수출됐고 한화, 현대로템, 한국항공우주산업은 폴란드를 상대로 각각 거액의 수출 계약을 맺은 바 있다. 대표적인 우크라이나 지원국인 폴란드와 미국이 무기를 지원할 수 있었던 것은 그만큼의 신무기를 한국 등에서 다시 사들일 수 있었기 때문이라는게 유력하다. 더불어 우리 정부가 우크라이나 지원으로 포탄 재고가 부족한 미국에 대여 방식으로 포탄 수십만 발을 제공하는 방안을 협의 중인 것으로 알려졌다. 이러한 미국의 요청을 받아들이면서도, 도·감청 문건에 등장한 우크라이나에 대한 살상 무기 우회 지원 논란을 잠재우기 위한 조치라고 한다. 다만 문건에서는 한국 정부는 러시아의 반감을 우려해 우크라이나 무기 지원을 꺼리고 있으며, 지난해 미국과의 재보급 협의 때도 미국이 포탄을 우크라이나로 보내선 안 된다고 밝혔다고 했다.
그러나 이와 같은 입장 견지도 한미정상회담에서 가장 큰 고비를 맞이할지도 모른다. 나토의 무기 재고가 거의 바닥을 드러냄에 따라 미국의 동맹국 중 그나마 가장 안정된 무기 재고를 갖고 있는 우리에게 압박이 더 거세질 것으로 전망되기 때문이다. 이에 미국 정부가 우크라이나 무기 지원은 각 국가의 주권적 결정이라고 밝혔지만 이는 말 뿐이고 전방위적 압박은 엄청날 것으로 보인다. 존 커비 미국 백악관 국가안보회의 전략소통조정관은 "모든 나라들이 국가 안보적 관점에서 감당할 수 있는 범위 내에서 행동하길 바란다."고 했다. 그런데 이 말에 뼈가 있다는 것을 알아야 한다. 그러나 만약에 미국에게 넘어가 살상 무기를 우크라이나에게 직접적이든, 간접적이든 지원을 한다면 러시아와의 단교는 물론이고 러시아에 남아 있는 우리 기업과 교민들이 추방될 수도 있다. 거기에 재산 손실은 어마어마할 것이며 중앙아시아 시장도 연쇄 붕괴될 가능성이 높다. 그보다 더 무서운 것은 안보적인 부분에서 제어 장치가 사라진다는 점에 있다. 그나마 우리와의 관계를 특별하게 생각한 러시아가 본격적으로 북한에 무기 지원과 기술 전수를 할 수도 있는 것이다. 특히 극초음속 미사일 기술 지원이 이루어진다면 거기에 핵이라도 싣고 쏘지 않는다는 보장이 없다. 극초음속 미사일은 요격도 불가능한데 거기에 소형 핵탄두를 탑제한 상태에서 우리 땅에 떨어지는 순간 대책없이 당하는 것은 뻔한 일이다. 게다가 현재 우리 군 실태로 북한과 싸워이길 확률이 얼마나 될까? 러시아나 중국의 무기 지원을 받고 북한이 쳐들어온다면 우리는 이길 수 있을까? 그리고 러시아-우크라이나 전쟁으로 인해 나토군의 병기들이 바닥을 드러내고 있고 이는 미국도 마찬가지다.
