이재정 의원(더불어민주당, 안양동안을)이 ‘긴급구호’와 재난 대비 내용이 담긴 인도적 지원 법안을 지난 9월 19일 대표발의했다. ‘해외 긴급구호에 관한 법률 전부개정법률안(이하 해외긴급구호법)’은 이재정 의원을 비롯해 여야 국회의원 21명이 공동으로 입법 발의했다.

이재정 의원은 “인도적 지원의 중요성 확대 방향성이 법체계에는 반영되지 않았다”며, “글로벌 선진 공여국으로 대한민국의 역할이 커진 만큼 인도적 지원 체계 재정비를 통해 효과적인 인도적 지원을 이행해야 한다”고 강조했다.

Rep. Lee Jae-jung (Democratic Party of Korea, Anyang-dong-an) proposed a humanitarian support bill containing ‘emergency relief’ and disaster preparedness contents on September 19. The ‘Overseas Emergency Relief Act Full Amendment Bill (hereinafter referred to as the Overseas Emergency Relief Act)’ was jointly proposed by 21 lawmakers from both the ruling and opposition parties, including Rep. The ‘Overseas Emergency Relief Act’ was proposed to expand the scope of the ‘Overseas Emergency Relief Act’ to match the definition and scope of ‘humanitarian support’ agreed upon by the international community, establish a legal basis for humanitarian support, and implement effective humanitarian support.

However, the current legal basis for implementing humanitarian assistance in our country, the ‘Act on Overseas Emergency Relief,’ only deals with emergency relief as part of ‘humanitarian assistance,’ and the legal basis that complies with the internationally agreed definition of humanitarian assistance is currently lacking.
Rep. Lee Jae-jung emphasized, “The direction of expanding the importance of humanitarian assistance has not been reflected in the legal system,” and “As the role of the Republic of Korea as a global advanced donor country has grown, we must reorganize the humanitarian assistance system to implement effective humanitarian assistance.”

Lee Jae-jung established the ‘Global Sustainable Development and Humanitarianism Forum’ as a research group of members of the National Assembly, and as a representative member, he is focusing on policy suggestions and legislative activities for sustainable development of the global village.
