대부업체 대출 문턱이 높아진 가운데 불법적으로 운영되는 사금융 이용 비율도 늘어난 것으로 나타난다. 특히 불법사금융인 줄 알면서도 급전 마련 방법이 마땅치 않은 취약계층이 대부분이어서 언제 터질지 모를 화약고로 잠복된 상태다. 더욱이 연 1200%를 상회하는 이자율인 경우도 있어서 저소득층이 처한 경제 사정을 여실히 드러낸다.
최근 윤석열 정부와 국민의힘은 고위당정협의회를 통해 “불법사금융 범죄는 서민들의 삶을 파괴하는 사회적으로 심각한 폐해를 유발함에도 처벌이 미온적"인 점을 지적했다. 그러면서 “사회적 약자를 대상으로 상습 불법대출·추심한 자는 구속을 원칙으로 한다”며 “조직 총책은 법정 최고형 구형을 추진”하기로 했다.
아울러 “불법사금융 범죄가 온라인 광고, 대부중개사이트 등을 통한 비대면 방식으로 확산되는 상황”이라며 “신속 대응을 위해 온라인 포털사와 협력해 불법대부광고를 선제적으로 차단하고, 대부중개사이트 관리‧감독을 강화하는 방안도 적극 검토"하기로 했다.
또한 “안정적인 서민금융공급과 불법사금융 피해자들의 고통 감소를 위해 성착취, 지인 추심 등 반사회적 불법 대부계약의 무효화 소송을 지원한다”며 “불법 채권 추심 피해 우려가 있는 가족과 지인에게까지 채무자대리인 지원 대상 확대 방안을 추진”하기로 했다.
당정은 보이스피싱 근절을 위해 ‘특별단속기간(10.31까지)’을 운영해 피싱범죄에 대한 집중 수사를 벌이기로 했다. 그와 함께 휴대폰·계좌 신규 개설 시 본인확인 절차를 강화하고, 사기이력이 있는 계좌의 재사용 차단과 신규 계좌인 경우에는 하루 이체한도를 30만 원으로 제한할 방침이다.
특히 날로 지능화되는 가운데 기승을 부리고 있는 보이스피싱 신종수법과 피싱 사기 예방방법을 집중적으로 알릴 계획이다. 아울러 온라인 통합 포털 구축, 챗봇 상담 등을 통해 국민들이 보다 빠르고 쉽게 도움받을 수 있도록 필요한 여건을 만들어 피해를 최소화하기로 했다.
이 외에도 불법스팸의 증가 원인으로 지목되고 있는 문자발송업체의 해킹 등 개인정보 보호가 부실하다는 문제 제기에 따라 7월말까지 긴급점검을 실시한다. 그 결과 등을 토대로 문자발송업체의 등록 요건과 보안성 의무 강화, 의무 위반 시 과징금 부과 등 제재 강화 방안도 검토할 예정이다.
그간 그와 관련된 여러 유형의 숱한 피해자 및 피해 사례가 보도된 바 있다. 주로 서민을 노린 불법사금융, 보이스피싱, 불법도박, 로맨스스캠, 불법스팸 범죄가 국가 내부를 곪도록 했다. 하지만 정치권이 무슨 약속인 듯 뒷짐지고 있는 모습이었다. 특히 거대 야당인 민주당에서 활발한 문제 제기가 없었다. 이런 가운데 나온 정부 여당의 대처가 비록 뒤늦은 감은 있으나 다행한 일이라 여긴다.

이를 방어하려는 정부 여당의 인식에 대해 환영할 일이다. 하지만 한시적 또는 미봉책인 듯싶어 아쉬움도 든다. 특히 보이스피싱, 불법도박, 로맨스스캠, 불법스팸 등 날로 진화되며 국민 피해가 확산되고 있다. 그로 인한 천문학적 규모의 금원이 중국, 동남아 등지로 빠져나가는 실정이다. 상시적 전담 수사기구를 보다 강화해 국민 피해 예방은 물론이고 국부유출도 막아야 할 일이라 여긴다

In this situation, the government and ruling party's response, although belated, is considered fortunate.

As a result, an astronomical amount of gold is flowing out to China and Southeast Asia. We believe that it is necessary to further strengthen the permanent investigative body to prevent damage to the public and prevent leakage of national wealth.
